City seeks input on S. Solano/El Paseo redevelopment

The city of Las Cruces is seeking input from residents in the S. Solano and El Paseo corridors regarding redevelopment plans for those areas. 

The surveys are part of two Metropolitan Redevelopment Areas, special designations that allow the city to use public money to stimulate economic growth. The Las Cruces City Council approved the designations for S. Solano/El Paseo and W. Picacho in March 2023.

“We want to hear from you. What projects and programs would be most transformative for the MRA? Please complete a five-minute survey to let us know your thoughts. The survey will be open until Friday, January 10, 2025,” a news release announcing the survey said. 

Specifically, the MRAs allow the city to buy and sell land more easily and build infrastructure like sidewalks and lights to make the area more attractive for business. 

The MRA comes with a Tax Increment Development District that allows the city to collect and distribute gross receipt taxes to projects in the MRA. A similar designation was used to revitalize Downtown Las Cruces in 2006. 

A 2023 report about the area argued that the S. Solano and El Paseo corridor was ideal for an MRA. The report, prepared by a firm contracted by the city, noted the area had low levels of commercial activity, low levels of redevelopment, vacant or underutilized properties, deteriorating buildings and infrastructure, unsafe or unhealthy conditions, high unemployment and low income, and a lack of adequate housing.
