New assistant county manager, human resource director named

Long-time Doña Ana County Human Resources (HR) Director Deborah Weir has been promoted to assistant county manager, the county said in a news release.

"The decision was made after a rigorous selection process, which involved assessing Deb's exceptional track record of accomplishments, leadership qualities, and her commitment to public service," said County Manager Fernando Macias. "Deb brings over 25 years of high level management experience, with 18 of those years being in the public sector. In her time with the county, she has overseen the successful implementation of numerous HR programs, policies, and initiatives that have helped to improve the work experience of our employees and increase the efficiency of our operations."

As the assistant county manager, Weir will be responsible for assisting in the development and implementation of county policies, budget management and day-to-day operations, the county said. She will also provide leadership and strategic direction to county staff and collaborate with department heads to enhance service delivery to the community.

The county has two assistant county managers, as Weir joins Johnathan Macias in that role.

Weir became the county’s HR director in January 2010, the news release said. She holds a bachelor’s degree in psychology from Michigan State University and a master’s degree in public administration from Kent State University. Weir also is a Society of Human Resource Management senior certified professional (SHRM-CP) and has certification as a senior professional in human resources (PHR).

Meg Haines succeeds Weir as HR director, the county said.

"Meg was selected from a pool of highly qualified candidates, and we are confident that she possesses the right experience, skills, and leadership qualities to take on this important role," Macias said.

Haines has worked in HR for more than 30 years, the county said, and “has been a valuable member of the county's HR staff for over 10 years,” serving most recently as the manager of benefits, compensation and the Americans with Disabilities Act.

Haines has a bachelor's degree in business administration with an emphasis in human resources and a master’s degree in educational administration, both from New Mexico State University. She also holds SHRM-CP and PHR certifications.
