Las Cruces man killed following a vehicle versus bicycle crash

A Las Cruces man who was struck by a car while riding his bike on Lohman Avenue in February succumbed to his injuries and died on March 2, according to a city of Las Cruces news release.

Roy Parra, 45, was riding his bike on Lohman Avenue near the Interstate 25 overpass when a silver Ford Mustang struck him on Feb. 29, 2024. Police said 27-year-old Emily Elizabeth Portillo drove the Mustang.

According to an affidavit, Portillo admitted to police she had smoked cannabis before the crash. The affidavit said she also failed an alcohol breathalyzer test. Portillo told police she had tried to avoid Parra when she left I-25 and turned west on Lohman.

"Portillo failed to negotiate the turn and crashed head-on into Parra," a news release said.

Portillo is currently charged with aggravated DWI and reckless driving.

"The initial charges will be amended after the passing of Parra," a news release said.

Portillo had no listed attorney as of the publication of this article.

The Las Cruces Bulletin could not ascertain much information about Parra before press time. Even his age was disputed. The city of Las Cruces said in its news release that Parra was 47. However, court records for a pending charge indicated he was 45, something a city spokesperson later confirmed.

The Las Cruces Bulletin reached out to Parra's attorney for more information as well as Parra's family via a phone number listed in court records, but has not received a response.
